This monster is Perfect Chaos, the final form of Sonic Adventure's main villain Chaos. Chaos is a formless water creature whose strength grows when he gets a Chaos Emerald (otherwise just a MacGuffin in the Sonic series), and this is his final form which occurs when he is fed all seven. He proceeds to flood the city of Station Square and its up to Sonic the Hedgehog to stop him!
