Portsmouth, VA - (after an attempt to move the monument) - At the 22 August meeting of the Council, Councilman Nathan Clark produced a title and deed, which no one had been able to find for years, showing that the land beneath the monument belonged to the SoC. A deed and title was recorded for the monument itself and well known about for years. Therefore, both land and monument are private property.
